On August 2, 1908, the Turkish Foreign Minister held a luncheon at home and did not invite the Bulgarian diplomatic representative in Constantinople. So Bulgaria used this "insult event" to recall the diplomatic representatives and set out to declare independence. A secret visit to Vienna's Ferdinand Grand Duke returned to China on September 22, 1908, at the ruins of the Bulgarian Second Kingdom Palace in the ancient capital of Tarnovo. The following day, Austria announced the annexation of Bosnia and Herzegovina.
After Bulgaria declared its independence, in order to prevent the Turkish attack, it immediately began to assemble troops on the border of the soil. The Turks also took the same action, and the atmosphere became increasingly tense. The war broke out only on the eve of the war. Finally, Russia came forward to mediate and agreed to waive the Turkish claims for the 1878 war. In exchange, Turkey also gave up its claim for Bulgaria and acknowledged Bulgaria’s independence.
In order to reward his heroism in this incident, Ferdinand added the annual number of the Grand Duke from 1 million Lev to 1.2 million. Then, he solemnly declared in the National Assembly that Bulgaria is no longer a duchy. He himself is no longer a shameful grandfather, but a "Tsar of all Bulgarians." The third kingdom of Bulgaria was born.
